Elk or Homeseer to use cell phone to call when alarm goes off

When someone cuts the phone and/or cable line outside the house I want the Homeseer or Elk System to use the cell phone to call me that the alarm is going off or report a problem.  I don't want to use a cell phone with a data plan since I only want to call to report problems and cheap monthly charge.   Is there any way to make this work?
