Omni Pro off hook and not dialing out when alarm triggered

Hello,
Our alarm is no longer dialing out when triggered and looking at the status from the control panel its reporting Off hook/idle. We are using a VOIP service and the the configuration is as follows. Phone port on the modem -> to OmniPro ->from OmniPro -> to phone.

I've moved the modem since the last known time this worked but do think I've got the connections right. The phone line is active and works when the phone is connected to the modem.

Is there a way of clearing the off hook status?

It wont' work if the polarity is reversed. An easy check with a multimeter:
  1. set meter to DC volts
  2. ignore phone wire colors. Touch black test probe to OmniPro PHONE screw marked "GRN"
  3. Touch red test probe to OmniPro PHONE screw marked "RED"
Good reading is +40-50V. Negative means wires are reversed no matter what color they are.

Thanks for getting back to me and my apologies for the delay in getting to this and replying. The reading was 0.8mv, which I'm guessing means that there is no phone line connected.
 
Most likely that means no connection. It's very unlikely but possible the VOIP is doing something non-standard by not keeping a constant line voltage but instead sending out short pulses to detect on/off-hook. To rule that out measure again with the phone off hook. If connected correctly and the phone is off-hook it would still measure 8-12V.
 
Hello, It's now working again and yes, there was no connection. I went back and re-traced the cables and had not connected them up correctly. Thanks heaps for your help, knowing how to measure the line voltage was also a great help
