HAI Omni IIe and HiFi2 communications issue

I have an Omni IIe and HiFi2 installed.  Partner Access 3.14 "reads" the state of HiFi2 without any problem, but is unable to "write".  Changes made via PA3.14 have no effect on HiFi2.  Example:  Zone1 is On.  Setting All Zones to Off via PA3.14 has no impact.  Ideas?

What is "Partner Access"?  The programming software is either "PC Access Dealer" or "PC Access End User".
