Ok everyone - I have answered my own question and I am making the post to help anyone who might run across a simillar problem. The problem was the firmwear on the Vizia RS232 Serial device. I had read about this causing problems, but did not think this was causing my problem because the firmwear was updated sometime in Mid 2011 and I figured that given the present date, it was very unlikely that I had the old firmwear. In retrospect, it appears that I had some old stock. Now, there is no way to check the firmware to see what you are running. The utility will only "erase and replace" (BTW in the utility DONT check the "continue" box) just pretend it's not there when you are transitioning from the first file to the second one.

Kurtis, I have a Vizia rf + 2 scene controller with switches VRCS2-MRX which will control two sets of Florescent lights. I want to include it into my Omno Pro II control system. I have the VRCOP without the 3 soooooo from your experience I need a current VRCOP +3 and Leviton VRUSB-1US Vizia RF + Installer Tool USB is that right? What is the Vizia RS232 Serial device you are referring too?

What else do I need to know?
