How do I replicate a SECONDARY controller to another SECONARY controller?

Now that I have a few GE ZWave controllers I really want to just send one fully configured one to another without having to configure the other one. However, these are all secondary controllers in my network. Can this be done? i.e. secondary to secondary copy?
