Sounds like they did a twist and pray connection or a non-staggered splice in tape and you pulled them together OR the cable is shorted by a staple or other item through it.
 
Too bad they didn't leave enough slack to get to the splice or pull it out completely.

 
I spoke with the LV installer, and he indicated that there is a bunch of slack at the doors (b/c I asked about EOL resistors), but I'm guessing the slack got pinched or something in the frame because I certainly can't seem to pull any out.

Hah! Gotta learn to laugh these things off sometimes! I messed with this nearly all day only to find out it was a stupid mistake that was out of my control. The electrician mis-labeled the wires. I had them run a few spare 22/4 wires to the house in case I needed them in the future. Apparently they weren't very careful in labeling the wires!
