Phone connection to Omnipro2

So I have the phone connected to the Op2 board and everything checks out according to the consoles, LEDs and PC access but when I go through the phone checkout according to the installation manual I get "unable to connect your call" when I press the # key on the phone. We are not yet connected to monitoring.
 
The phone line has to come in from the street and go to the Omni first, through the RJ31X seizure device.
Then it can proceed out to the phones in the house.
It's on page9-10 of the Installation Manual.
