RJ31x / DSL / Alarm

I'm having a difficulty with an RJ31x and I wonder if anyone can help. I have a single phone line coming in from the telco. The 2 wires from this go straight to a DSL filter.  I have a dsl router coming out one side of the filter and the link to the RJ31x on the other side. The RJ31x is wired from there to the alarm and internal phones.
However, when the alarm seizes the line, it knocks out the DSL connection.
Any suggestions?
 
Yes - this one is matched to the 8-wire plug of the RJ31x.  On a regular filter, just the center two pins would be affected; on a RJ31x the line loops in/out so the same line is on two pairs.
 
I don't understand this - the DSL filter sits before the RJ31x. Since the DSL router is coming out the splitter before it even reaches the RJ31x, how can this knock out the DSL connection?
 
Doesn't sound like a filter, but a splitter is installed in your house.
 
Do you have a whole house filter installed?
 
What is the topology of the wiring for the alarm in relation to the DSL and the premise wiring at the Dmarc?

Something is non-typical with the installation from the Telco.
 
The line connected to modem is in parallel with the alarm, which really shouldn't be the case.
 
Something is causing the DSL to drop out, but the diagram doesn't make sense unless the alarm is before the modem.
