Secure vs Not Ready Statuses and Loops and Doors

Resistors are all zones have them or no zones (except for supervised fire and gas) have them.  A reading of 254 indicates that the occupancy sensors are NO.  (Or you have a wiring problem!)  Get out your multimeter to verify the NO/NC operation at the sensor.
 
If the literature is vague, to determine NC or NO use a multi-meter in continuity mode.
When fully wired and secure (no motion), if you have continuity it is NC if you don't you either have a wiring problem or it is NO.
To determine the latter, make the zone not ready (move) and check for continuity.
If you have continuity, the wiring is OK and it is a NO sensor.

As posted above, a zone reading of 254 indicates an open circuit, so it is most likely a NO sensor.
Wire the EOL across the zone contacts, in parallel.

Most fire and occupancy sensors are NO, most burglary sensors, including motion sensors, are NC.
