Upstairs OmniStat2 not working

Hello,
I have a two story house with a zone for upstairs and a zone for downstairs.
 
I purchased an OmniStat2 for downstairs and it has been working flawlessly.  It took me a few months but I finally replaced the upstairs thermostat with another Omnistat2.
 
I have it setup just like the one down stair, minus the ID, and I cannot get the darn thing to work.
 
It is set to
Mode = Cool
Fan = Auto
Hold = Off
I have the Cool set to 81
and Heat set to 75
 
Right now the thermostat is reading 87 and my wife is about to drive me bat $&!+ complaining about the temperature.
 
Any ideas what I may have done wrong.

Which model?
Do you have a zone controller or a separate unit for the upstairs?
Are you sure you wired it correctly?
Which HVAC type did you set up?
Which mode are you using?
Do you need a separate power supply for the Tstat?
Are you using it with an Omni panel? Did you upload a new PCAccess file with the new Tstat?

This thread shows how the downstairs one is wired up.  I used the same for the upstairs.

It seemed to start working today...Until I logged into SnapLink from my phone and turned the upstairs unit off since nobody was home.  When we got home I turned the unit on from the thermostat but the A/C would not kick on.
