Wall mount for Ipad air

I am looking for a surface wall mount for an ipad. It will mount on a concrete block wall. I am hoping to put the electrical receptacle behind the ipad to power the unit. I am hoping for no exposed cables or wires. It will need to be lockable so the ipad is  not stolen.

I have seen wooden frames built for them.
 
Perhaps a bottom frame piece screwed to the wall with a slide on, top three sides, with long screws from the bottom.
Not lockable but harder to get out.
