I just installed my expansion board (17A03-1) and hooked it up. all works fine, but this board makes a bit of a noise, where the main OPII doesnt make any.
Not a buzz, more of a hissing sound. Nothing is hot.

Wow-I thought it was just me!
My setup is hissing as well, but I have not determined what it is.
I am running one voice board (10A11), two expansion modules (10A06), two 16 zone output expanders (17A00) and one power hub (83A00) in addition to the Omni Pro II.
Perhaps it is the caps?
No "hissing" here with only one expansion module (10A06) - but got me looking a how many conventional versus "metalized" caps there were in my panel or around it.
Around the beginning of the year I was testing a panel for installation with a "bad" PS and noticed the heat generated around the PS on the main board would have probably caused an issue long term with the conventional caps.
The hissing is normal. The 17A00 uses a switching power supply which causes the windings of the power supply inductor to vibrate slightly. This vibration is enough sometimes to cause a slight hiss.
