If you have to make a decision on your technology for lighting now, I think I would go with ZWave. If you are going to go with a powerline technology, I would suggest waiting until your power system is in place, then buy a few modules of different types and perform some testing before investing heavily into something you may have problems with.
As for the $20,000, I have to agree with Lou, sounds like a bargain compared to the hassles and limitations of living off the power grid!
