Elk M1g: Should T1 be shorted across R1, T and R?

Recently I noticed that I was no longer getting notification from NextAlarm when my Internet was down. During the coarse of debugging, I noticed whenever I had the ABN connected, T1 was shorted across R1, T & R.

If I disconnect the ABN, nothing is shorted out. No phones are connected, so this is between the ABN and the Elk.

Is this normal?

Is this on the ABN or on the M1?

The M1 should have no continuity between T+R on either side, but T-T and R-R should be continous unless the dialer is active.
