Getting back into HA

So after almost a decade of not touching HA stuff I have been looking at implementing HA in my home. What got me back into it is the wife requested a security system so I recently installed and ELK M1G. Now that I have that installed I figured I could start expanding into HA from it. I have been looking at using Insteon since I am familiar with X10 and the Insteon is the only company to have a solution for the wiring in my house (no neutrals at the switch).

So my question, I went through my old box of parts from when I used X10 devices. Noticed I had an Leviton HCA02-10E repeater and remember this was the device that got my X10 devices to be somewhat reliable. I have read that some repeaters/couplers cause issues with Insteon, is this one such device?

Second question, if I do use this device my panel is pretty full and do not want to waste 2 breaker slots just for the repeater. I know you can not double tap a breaker but is there any issue using a pig tail to couple 2 wires to 1 wire to connect to the breaker? I noticed my electrican did this to power the doorbell transformer that mounted next to the panel.
 
With Insteon you shouldn't need anything in the panel - with some of their dual band devices they should take care of that hop from phase to phase for you (as I understand).
 
Since you've been out for a while, you should take a look at Universal Powerline Bus lighting controls. They work over the power line like X-10, but are far more reliable.
 
Intermatic has Zwave switches that do not require neutral and Homeseer store has some discontinued models for under $20 a pop
