Hi-Fi IR Passthrough

I am using an old receiver for my am/fm tuner on my Hi-fi system, when I try to use receivers remote to change fm presets the ir seems like it does not get passed through. I have tried changing the jumper in the RIM. I have IR and IP in the VSC menu set to on. Am I missing something or am I destined to be changing presets by hand.
 
Three things come to mind:

1. Do you know hat kHz frequencty your remote uses? By default, the HAI RIM's use 38kHz, but can be switched to 56kHz.
2. Does the remote you are using use IR? More than 1 person (me included) has spent significant time troubleshooting, only to find the remote was RF and not IR.
3. I believe the IR flashers Hi-Fi by HAI uses emit a visible flash when IR is sent out the emitter. When you send a command, do you see the IR emitter flash? If no, it's possible you have a bad emitter. If the emitter does flash when IR is emitted, try re-positioning the emitter closer to your reciver's IR input.

I tried changing the jumper and it didn't help. How can i find out which one the remote is using? It is an Harmon Kardon AVR 210 receiver that i am using.

I thought that right away too but it is IR

I could not see any flash and I tried every emiter that came with the system and I even tried swaping the RIM to no result.
 
It's pure speculation at this point, but I suspect the remote you are attempting to use is incompatible. A quick confirmaiton of that would be to use the HAI remote that comes with the Hi-Fi. If that flashes the IR flasher, that would confirm the Hi-Fi is operational.
