Thanks again for your help everyone!
As is often the case in life, things change and your plans have to be flexible. We had our well pipe break in our basement (luckily a slow break so no damage to stuff, just some water to clean up), but now part of my budget had to go to repairing the pipe and installing a backup sump pump and battery (we decided to do that at the same time since we already had a plumber here).
So I had to tone down my purchases for the time being. I figured that my main concerns right now are fire/flood alerts and basic camera viewing, rather than a serious security system (but I still wanted the flexibility to add this in the future). So I re-formulated my design to the following system:
System
isy994i/IR Pro - $238
PLM serial Interface - $64
Insteon smoke bridge - $35
Insteon water sensor x 2 - $70
Firstalert Onelink smoke and CO2 x 2 - $115
Firstalert Onelink smoke x 2 - $56
Insteon plug-in on/off x 2 - $56
Insteon micro on/off - $40
System Total - $674
Cameras
Hikvision DS-2CD2032-I outdoor camera x 2 - $340
Foscam PTZ indoor camera - $78 (I went cheap here for the time being)
Trendnet 4/4 PoE switch - $63
Blue Iris software - $47
Camera Total - $528
Grand Total - $1202
I went with the isy994 since I can still integrate in an ELK in the future, and I was able to hit all my necessary pieces for closer to $1000 rather than $2000. With the Insteon on/off modules, I can also rig up a "panic" feature to turn on a bunch of lights. I still need to find an UPS backup and so on, but the main pieces are there.
