If you can use external active-x, or .net apps check out Global Majic instrumentation controls. I used some of their active X Angular Gauges in the past.
For what it's worth, a comparison to last month is probably not going to be very helpful. The biggest portion of most people's energy bills is heating and cooling and the weather can change a lot over one month. Even if you're conserving quite a bit you may still have a bigger bill in June than May due to the increased AC usage... and along the same lines... you might have a lower bill in September than August even without any conservation because of the decreased AC.
A better comparison would be to this time last year, but obviously it would take a long time to get that sort of data into your system (Unless you can manually load the data from your old power bills).
