If VR is an absolute must, use HAL . Otherwise if you want HA and interface design, use CQC. I would suspect VR will be added to CQC but probably not as good as HAL's, at least not for a long time.

Questions:
1. Is there any real reason to get the Elk M1 ethernet port? I can connect to it via serial and use CQC to send email notifications.
Advantages of the XEP are that it would give you unencumbered access to the M1. You can connect via any network cable or wireless. Serial you must be at a fixed PC that is wired to control, or laptop plugged into control. Also you only have 1 main port so CQC and RP can not be connected at the same time so you would have to use the serial to IP program somewhere or you'll be swapping cables when you want to use RP. Plus, the XEP gives you the ability to send email which is nice.
2. Since CQC does not support Insteon, can I pass commands from CQC through Elk M1 and on to Insteon?
You will most likely want to control your lighting via the M1 and its rules and use CQC just for the interface. But yes, you could use the CQC driver to control your lighting.
3. Since the Elk M1 will interface the thermostats, can CQC communicate with the thermostats through the Elk M1? From the docs it looks like you can?
Absolutely
4. Since I will have CQC and the Elk M1's has a limited voice vocabulary should I use CQC for nicer TTS voices and/or mp3 support?
You can always use a nice TTS voice with CQC in addition to the M1's voice. Just keep in mind they are completely independent and they couldn't both talk at the same time. Most likely not an issue unless you have a lot of voice stuff going on in both sides.
5. Will CQC be adding a voice recognition feature in the future?
My guess is yes, down the road, but Dean would have to answer this. Right now they are concentrating on their hardware platform and HT stuff.
6. What are some viable phone answering machine solutions other than HAL2000? Has anyone used the HAL2000 answering machine?
I think Dean will be adding phone/voicemail support to CQC sometime this year. Also, as Electron points out you should be able to use a 3rd party voicemail app and interface in with CQC either via a web interface or perhaps with CQC app control.
7. Does CQC have an export from an Outlook address book or csv file to it's one csv caller id format? (I suppose I could write my own, but to save time...)
CQC will support CID and other stuff more fully with their VM/phone stuff. Right now CID is supported via a user written driver but should be fine for basic CID.
8. I don't think the Elk M1 or HAL2000 support tv interfaces, but CQC probably has that potential?
TV interfaces? You mean video or IR? That would be separate from the M1 but CQC can do the IR and interface to certain video devices.
9. I currently have no Home Theater components that support RS232, which from what I understand is better than using IR. Is anyone awary "affordable" HT components that support RS232 control?
I'll defer to others on this, I don't use any either.
