Software Menus

Probably a really basic, possibly dumb question, but any idea why I'm missing menus?  Does it need to detect that I'm connected the serial or Ethernet port to show the other menus? 
 
I have "File", "Options" and "Help".

You will not see any menus until you either load an existing configuration or start a new one.
