UPB with SA USR slave problem

I have a USR switch with US11-40-W switch and I cannot get the lights to come on. I think my light configuration is shown on the link below.

I had the US11-40W working but when I put the USR switch it stopped working.

Here is my configuration

US11-40W
White -- White
Line Black -- Black
Load Black -- Brown
Red -- Brown/White
Grd -- Grd

USR
Red -- Brown/white
Black -- brown
White -- white
Grd capped --
-- Red/white capped

There got to be something I am missing?

I realized that this a California wiring setup and UPB will not work with this. Is there anyway I can hook a dimmer to the Elk M1G? I appreciate any help on this.
