Best cellular backup for Elk with primary communication through ethernet

Think I still have one as I did utilize it in the 1980's for my automobiles and just threw it out.  I do though also have a few motorola brick phones somewhere in some junk here.  I do recall though purchasing one of the first Panasonic little hand held CDMA phones.  Tiny thing that cost me close to $600 at the time...
 
Uplink does both GSM and CDMA, however not in the 2500/4500 units, so depending on who has coverage in your area, that would determine which unit you'd lean towards, though they'd both be dialer capture and not strictly data.

While some swear by C3's, I do not endorse them for many reasons.
