Not sure about the PDL stuff, but the data could be formated into fixed width fields within a message and sent to CQC. Within the HS script the data can really be formated into most any format needed.

Is this plugin a server or client or both? CQC is only a client and can not act as a server so HS has to be able to act as the server. Is this possible with this plugin?

CQC can be a server, but not in the sense you are needing. The XML Gateway server provides a very powerful way for third party clients to interact with CQC. But you are wanting to do a CQC device driver, which is kind of a different deal. There's no way for a driver to create a listening socket, since it's assumed that drivers are going out as clients to talk to something out there that's listening.
