M1 GSM monitoring

Well, that's close to true... AT&T has said that it will sunset 2G GSM/GPRS/Edge by 2016 - and maybe sooner for some markets. Verizon's CDMA 2G however isn't set to sunset until 2021. It really does depend on the carrier chosen and technology the device uses.

3G will be around much longer but I guess the Uplink units held onto 2G for way too long.

The big issue is not many carriers for alarm used the CDMA networks, so the majority are all on GSM, or at least 4 of the major cellular communicator providers out there.

Agreed - most of these non-standard communicating devices (non-phones) tended to go GSM which was the world standard; AT&T of course being the biggest GSM provider in the US, so most such devices found their way onto AT&T, which is the company who is getting rid of their 2G in 2016. I was just clarifying that it's really an AT&T issue specifically and not universal to all carriers - although at the end of the day, it's a relatively moot point unless someone plans to bring their own SIM from one of the remaining companies.

You guys probably know already, but I asked HAI if the C3 was a 2G or 3G device. It is 2G (as I figured). I asked if they have any plans for a 3G/4G model or a retrofit for older devices and they have no future plans they can disclose yet.

It is a very expensive change to make. The 3G modules are nearly 3 times the cost and the validation costs are very expensive as well (over $20K for PTCRB testing for AT&T etc.) Hopefully they made the C3 field upgradeable (replace the 2G module with 3G and update firmware etc).
