Network connection issue with OPII

What am I missing?  I have intermittent issues with connecting my pc or the Leviton Snaplink HAI app on my phone with the OPII board.  Proximity is not an issue because I could be upstairs or right next to the board which is next to my wireless router.  The IP address is set for static but when I ping it I dont get a reply.

The network port on the OP2 panel is a legacy 1/2 duplex 10Mps port and maybe your next in line switch doesn't work too well with it.
 
The network port is promiscuous and sees everything on your network. 
 
Try to ping the OP2 panel from your desktop / laptop / wired or wirelessly connected to your home network.
 
If you can maybe switching the network port connected to the OP2 panel from auto negotiating network speed to a static configuration?
 
And there are historically reported issues of the Omni NIC port with an abundance of LAN devices on your home network.
 
And related to wireless does you smart phone work and connect fine to other network devices in your home? 
 
It could be a hardware transport issue on your cellular phone and / or your wireless router.
 
Has the issue just cropped up recently or has it always been an issue with your cellular phone Snaplink app?
