What is this growing in my fuse panel?

Yes doing the top with putty also with a drain hole. 
 
Googling it was recommended to do both top and bottom and using caulking on the metal housing that holds the meter in place.

Checked the outside service box. It is sealed with cement and only has a few hair thin cracks on it.

Going to seal it anyways with cement caulking. This means though that maybe the bat came in thru the stack.

Years ago had a bird come in to the house via the stack. Capped it with a screen style cap.
