Wserver time zone and DST

I have wserver's ini file set for
Timezone=-5 (eastern time)
DST=1 (daylight savings = yes)

But it still shows sunrise and sunset as 8:36 am and 6:23pm which is 1 hour late.
Should be 7:36am and 6:23pm.

WTF?

I checked my ini file and I have the DST line but no Timezone line and mine works OK. Mine must be getting it from the system. Try taking out the timezone line and see if it works w/o it.

I just figuerd out how it works.

My timezone of -5 is correct for eastern time.

I was assuming that DST = 1 means, do you want to use daylight savings time?

It actually means, is DST in effect right now, if so adjust the time.
I changed it to DST = 0 and the sunrise sunset times are correct.

I guess I'll have to Chnge it to DST = 1 in the spring.
