I ran into a similar issue a couple of months ago. In my case, it was with SnapLink on Android.
What fixed the problem for me was when I used Dealer PC Access to write to the OP2 after making changes, I wrote the entire setup, rather than only those which I had changed. It takes longer to write to the controller, but I was then able to synchronize SnapLink with my OP2 successfully.
